Abstract

Land is the most important economic resource for farming communities. Control and ownership of agricultural land is an important variable that determines the level of farmer's welfare. The Agraria Reform Program was born from this fact and is oriented towards a just land tenure system. This study aims to describe the implications of Agraria Reform in West Manggarai Regency on the fulfillment of land needs for farmers. This research was carried out. using a qualitative approach. The research data were collected through interview, observation, and documentation techniques, in the period from March to June 2021. The research locations were Liang Ndara Village and Golo Bilas Village, West Manggarai Regency. Based on the results of the study, it can be concluded that 1) the implementation of Agraria Reform in West Manggarai Regency does not show any basis for the study, especially in the agricultural sektor, 2) Agraria Reform in West Manggarai Regency does not have a significant impact on answering the agricultural land needs of farming communities, 3) needs to be made a policy that includes a) the minimum area of ??agricultural land that must be owned by each farmer household to ensure their welfare, and the minimum area of ??agricultural land each village and its distribution and, b) determining the function, area and distribution of agricultural land at the regency scale, as well as village scale through laws products such as local regulations and village regulations.
