This study aimed at describing the effectiveness of problem solving model to critical thinking skills in mathematics learning in elementary schools, how to develop HOTS (critical thinking) mathematics through the problem solving model, and its implications for teachers and the learning process of mathematics in class. It was a literature study conducted by examining books, articles, and journals related to problem-solving abilities on students' critical thinking abilities. From the study of various journal articles and books, it was revealed that: (1) the Problem Solving model was effective in increasing students' critical thinking skills compared to direct learning; (2) Mathematical HOTS (Critical Thinking) was developed through the integration concept of HOTS into a model of problem solving steps; (3) Teachers played an important role in changing the mindset of students in teaching Mathematics through various learning models, methods and approaches.
